Study programme aims and objectives
Study programme aims and objectives: Derived from the subjects, the joint master programme Public Sector Innovation and e-Governance aims:
- To provide students with specialized and advanced knowledge of public sector innovation and the role of ICT and technological evolutions in public sector innovation.
- To integrate the specialized knowledge of technology fields with the field of public administration as part of an integrated response to current and future challenges of the public sector.
- To introduce the core concepts of public administration/governance and to create awareness of the specificities of the public sector in the technology related fields.
- To gain insight and competencies that contribute to innovations and enable tackling the challenges public administrations are facing.
- To train experts who contribute to the development of ICT-enabled governance and to an innovative, inclusive, reflective and sustainable society.
- To contribute to the innovation of public sector organizations around the world by delivering expertise in the field.

Learning outcomes of the study programme
Upon successful completion of the curriculum, the graduate:
- has acquired an advanced understanding and an insight into the scientific disciplinary knowledge specific to public management, administration and e-Governance. Technological innovation in the public sector is perceived by public managers as the top challenge for the future. Graduates being able to address public sector challenges with an interdisciplinary insight will be of high value for public sector organizations;
- has gained specialised knowledge of public administration processes, and is able to dissect organizational processes to its basic units in order to improve organizational efficiency and effectiveness;
- masters general competencies at an advanced level and has acquired capacity for problem solving;
- has an ability to define and analyse public sector processes and seek for efficiency and effectiveness losses to formulate possible improvement mechanisms;
- knows how to acquire relevant knowledge, how to build rapid proof of concepts, how to reflect on their approaches, how to question their assumptions and how to assess their ideas;
- is able to implement and define new methods and techniques for the benefit of a particular sector and to successfully apply new techniques considering the profound knowledge of the sector they are dealing with;
- demonstrates high level knowledge of how ICT and information sciences can be applied in order to proactively innovate the public sector in a changing society;
- has gained skills in research methodology and is prepared to pursue doctoral degree in one of the aforementioned fields;

Aims
The general objective of the module is to introduce the essence,
challenges and possibilities of the statehood in the information era, to explain the concept of governance and to analyze the relationship between the public administration and technological developments. The peculiarities and developments of management of information systems, databases and IT-based innovations in public sector are reflected. Topics to be covered include eDemocracy, Open Data, access to data, social innovation, capacity building, IT-supported political planning processes and international integration of public administrations. - interprets the knowledge acquired from case studies and the lectures of practitioners through the prisms of socio-technological theories;
- expresses him- or herself clearly and unambiguously both orally and in writing, which asserts the skills to perform publicly;
