Praktilist lähenemist kasutades käsitletakse selles ainekursuses kaasaegseid avaliku sektori innovatsiooniprobleeme, keskendudes konkreetsele avaliku sektori juhtumile.
Ainekursuse üldeesmärk on mõista, võrrelda ja vastandada avaliku sektori innovatsiooni ning e-valitsemise valdkonna juhtumiuuringutega töötamise kogemusi. Eesmärk on kajastada ja selgitada erinevate uurimismeetodite olemust ja rakendatavust avaliku sektori innovatsiooni ja e-valitsemise kontekstis ning tõsta üliõpilaste võimekusi ja oskusi teadusdiskursuses ette kanda, argumenteerida ja kritiseerida.

Using hands-on approach, this class deals with contemporary public sector innovation challenges by focusing on a concrete public sector case. General objective of the subject is to be able to understand, compare and contrast the experiences working on real-life case studies in the area of public sector innovation and e-governance. The aim is to reflect and explain the essence and applicability of different research methods in the context of public sector innovation and eGovernance as well as to enhance students` ability and skills to recite, argue and criticise in scientific discourse.

Õppeaine edukalt läbinud üliõpilane:
- analüüsib avaliku sektori innovatsiooni väljakutsete konteksti ja juuri;
- rakendab avaliku sektori innovatsiooni ja e-valitsemise teoreetilisi teadmisi praktilises keskkonnas, kasutades interdistsiplinaarseid teadmisi;
- näitab interdistsiplinaarset asjatundlikkust avaliku sektori innovatsiooni ja e-valitsuse konkreetsel teemal;
- sünteesib uudseid ideid ja lahendusi konkreetse avaliku sektori väljakutse jaoks;
- selgitab, kuidas avalik-õiguslikud organisatsioonid saavad avaliku sektori väljakutsetele paremini reageerida;
- kaitseb oma seisukohti nii suuliselt kui ka kirjalikult ning pareerib igasugust kriitikat;
- hindab adekvaatselt erinevate teaduslike meetodite rakendatavust erinevate uurimisküsimuste lahendamisel.

After successfully passing the subject, the student:
- understands and analyzes the context and roots of public sector innovation challenges;
- applies the theoretical knowledge of public sector innovation and e-governance in practical settings whereby he/she utilizes interdisciplinary knowledge;
- demonstrates an interdisciplinary expertise in a specific topic of public sector innovation and eGovernance;
- synthesizes novel ideas and solutions for a specific public sector challenge;
- explains, how public organizations can become more responsive to public sector challenges;
- defends his/her positions both orally and written, and opposes any critique;
- evaluates adequately the applicability of different scientific methods for dealing with different research questions.

Kursusel on kolm peamist fookusvaldkonda. Esiteks tutvustatakse üliõpilastele avaliku sektori innovatsiooni põhimeetodeid. Teiseks lahendavad õpilased praktilise välitöö kaudu konkreetse reaalse avaliku sektori väljakutse. Kolmandaks pakuvad õpilased tuvastatud väljakutsele konkreetseid lahendusi ning esitavad tulemusi ja kaitsevad oma argumente ekspertpaneeli ees.

The course has three main focus areas. First, it introduces the students the basic methods of public sector innovation. Second, the students will tackle a specific real-world public sector challenge through hands-on fieldwork. Third, the students will provide concrete solutions to the identified challenge and present the results and defend their arguments in front of an expert panel.
