• Poliitika kujundamise protsess ja seda iseloomustavad omadused. Poliitiline protsess, administratiivne protsess. Poliitika kujundamise staadiumid. Poliitika kujundamisel/loomisel osalevad pooled. Erinevate poliitikate omavahelised seosed. Merenduspoliitika, erinevad tasandid. EL-i merenduspoliitika. EL merenduspoliitika seos teiste poliitikatega. Eesti merenduspoliitika. Teiste riikide merenduspoliitikad.

• The process of policy making and it`s characteristics. Political process, administrative process. Different stages of policy making. Different parties involved in policy making. Relationships of different policies. Maritime policy, different levels. EU maritime policy. Interelationship of maritime policy with other policies. Maritime policy of Estonia. Maritime policies of other countries.
• International and Non-governmental organisations in maritime sector.
• An overview of the following maritime conventions: SOLAS73, STCW78, MARPOL etc, their main purpose and how it translates in to practical use.
