Õppeaine eesmärk on:
- võimaldada üliõpilastel omandada teadmisi navigatsiooni riskide hindamise meetoditest, nende rakendatavusest ning riskide leevendamise meetmetest;
- anda teadmisi ohutuse juhtimise teoreetilistest alustest, ohutuse ja turvalisuse juhtimise tänapäevasest siseriiklikust ja rahvusvahelisest seadusandlusest ning praktikast laevadel ja laevafirmades;
- anda ülevaate rahvusvahelistest kvaliteedi juhtimise standarditest;
- anda üliõpilastele teadmisi riskide haldamisest sadamates, laevandusfirmades laevadel ja meritsi kaubaveol rakendades kindlustust, planeerimist ja seadusandlust.

The aim of this course is to:
- to provide knowledge about navigation risk assessment methods, their applicability and risk mitigation measures;
- provide knowledge of the theoretical foundations of safety management, modern national and international safety and security management legislation and practice in ships and shipping companies;
- overview of international quality management standards;
- to provide knowledge of risk management in ports, shipping companies on ships and cargo transportation using insurance, planning and legislation.

Aine läbinud üliõpilane:
- hindab merenduses esinevate riskide iseloomu, ohuastet ja riskide maandamise võimalusi, kasutades kindlustust, planeerimist ja kehtivat seadusandlust;
- kasutab IALA poolt aktsepteeritud meetodeid navigatsiooni riskide analüüsiks ja hindamiseks ning nende maandamiseks;
- oskab kasutada merenduses ohutuse juhtimise teoreetilisi aluseid ja luua ohutu juhtimise süsteemi (SMS) seoseid kvaliteedijuhtimise süsteemidega;
- kirjeldab, kuidas juurutada ISM ja ISPS süsteeme laevadel ning laevandusfirmades, juhindudes nende koodeksite põhimõtetest;
- rakendab oma töös Pariisi MoU ja rahvusvahelise standardi ISO 9002 põhimõtteid.

After completing this course the student:
- assess the nature, degree of risk in maritime and risk mitigation options using insurance, planning and existing legislation;
- uses methods accepted by the IALA for the analysis, assessment and mitigation of navigational risks;
- is able to use the theoretical foundations of safety management in maritime affairs and to create links between the safety management system (SMS) and quality management systems;
- describes how to implement ISM and ISPS systems on board ships and in shipping companies in accordance with the principles of their codes;
- is able to apply the principles of the Paris MoU and the international standard ISO 9002 in his / her work.

    The evaluation will consist of two parts: a weekly exercise and workshop to review journal papers

    The weekly exercise will include:

    The weekly exercise consists of 70 % of the final grade. After each lecture (not the intro), few questions are given with instructions how to answer to those and then you have one week time to return the exercise to the teacher (pentti.kujala@taltech.ee). Each exercise will be graded.
    A review of one journal paper consists of 30 % of the final grade. Each student will get one recent journal paper during November and then make power point presentation of the paper on a workshop on the 09th and 16st December, and the presentation should include:
    - Main research question of the paper
    - Summary of the used methods and data
    - Main scientific contribution of the paper
    - Main limitations of the used approach
    - Possible suggestions how to improve the paper
