Kursuse eesmärgiks on anda põhjalik ülevaade personali valiku ja hindamise kaasaegsetest teooriatest ja põhimõtetest ning anda oskused organisatsiooni eesmärkide saavutamist toetavate personali valiku ja hindamise süsteemide loomiseks. Lisaks anda teadmised ja oskused personali valiku ja hindamissüsteemide efektiivsuse ja kohasuse hindamiseks.

The aim of the course is to give a comprehensive overview of the principles and fundamentals of personnel selection and evaluation, and to provide the skills to create selection and assessment systems that support the achievement of organizational goals. In addition to teach students to evaluate the personnel selection and assessment systems’ effectiveness both from the perspective of the employee and the organization.

Kursuse edukalt läbinud üliõpilane:
1. mõistab personali valiku ja hindamise osa organisatsiooni intellektuaalse kapitali loomisel ja kvaliteedi parandamisel;
2. teab erinevaid personali valiku meetodeid ja oskab neid vajaduspõhiselt rakendada;
3. teab erinevaid töösoorituse hindamise meetodeid ja mõistab hindamistegevuste mõju töösooritusele;
4. oskab luua organisatsiooni jaoks sobivat personali hindamise süsteemi;
5. teab hindamise psühholoogilisi aspekte ja oskab nendega arvestada hindamissüsteeme ja protseduure luues.

After successful completion of this course, the student:
1. understands the importance of personnel selection and evaluation in building, sustaining and improving organization's intellectual capital;
2. knows different methods of personnel selection and can apply them on a need-based basis;
3. knows various methods for measuring work performance and understands the impact of evaluation activities on performance;
4. can create an appropriate staff assessment system for the organization;
5. knows the psychological aspects of the assessment and can take them into account when creating assessment systems and procedures.

Personali värbamine ja valik - nende protsesside olemus, põhimõtted, vajalikkus ja eesmärgid. Personali valiku eeldused. Enamkasutatavad valikumeetodid. Valikumeetodite usaldusväärsus. Mitme meetodi kasutamine ja oskus valida mitme meetodi seast sobivaim. Erinevate valikutüüpide positiivsed ja negatiivsed küljed. Valikuprotsessi mudel.
Personali tööalase hindamise põhimõtted ja eesmärgid. Erinevad lähenemised personali hindamisele. Personali hindmaise näitajad ja erinevad meetodid. Personali hindamise kontekst – organisatsiooni ja keskkonna mõjud hindamisprotsessile. Töö tulemuslikkuse hindamine. Töö tulemuslikkuse kriteeriumid: kriteeriumite tunnused, kriteeriumite dünaamilisus ja sisuline töö tulemuslikkus. Töö tulemuslikkuse hindamise meetodid: objektiivsed ja subjektiivsed töö tulemuslikkuse hindamise metoodikad, tagasiside töö tulemuslikkuse kohta.
Hindamise psühholoogilised aspektid ja mõjud inimese käitumisele ja töötulemuslikkusele. Hindamise ettevalmistamine, kriteeriumid ja etapid. Hindaja mõju hindamisprotsessis, tema eesmärgid ja motivatsioon. Võimalikud vead ja nende mõju. Hindamisprotsessi õigluse tagamine.

Recruitment, selection, and placement. The context of recruitment and selection. Recruitment and selection planning. Recruitment practices. Employee selection methods. The validity of selection methods. Pros and cons of different types of selection methods. Ongoing recruitment and selection issues.
Performance appraisal and management. The context of performance appraisal - environmental and organizational influences. Purposes of performance appraisal. Performance criteria: characteristics of criteria, criterion complexity, dynamic criteria, and contextual performance. Methods for assessing job performance: objective measures of job performance, subjective measures of job performance, performance appraisal feedback.
Types and techniques performance appraisal. Foundations of appraisal judgments. Conducting performance appraisal. Multi-Source performance appraisal. Cognitive processes in performance appraisal. Assessor goals and motivation. Assessor error and accuracy. Participation and perceived fairness of evaluations.

Eksamihinne kujuneb koondhindena kolme tegevuse tulemuste alusel:
▪ uurimistöö 40% (3, 4 ja 5 õpiväljund)
▪ rühma tööna valmiv võrdlev analüüs 40% (1 ja 2 õpiväljund)
▪ kirjalik eksam 20% (1, 2, 3 ja 5 õpiväljund)
Lõpphinne kujuneb erinevate elementide üldsumma alusel:
51 kuni 60 % – 1 nõrk
61 kuni 70 % – 2 rahuldav
71 kuni 80 % – 3 hea
81 kuni 90 % – 4 väga hea
91 kuni 100 % – 5 suurepärane

Graded exam:
Course grades will be determined by performance on 3 criteria:
▪ individual research paper (40%), (3, 4 and 5 learning outcome)
▪ group research project (40%), (1 and 2 learning outcome)
▪ final exam (20%), (1, 2, 3 and 5 learning outcome) .
Grading criteria:
51 - 60 % – 1 weak
61 - 70 % – 2 satisfactory
71 - 80 % – 3 good
81 - 90 % – 4 very good
91 - 100 % – 5 excellent

Üliõpilane kirjutab kursuse jooksul 2 uurimistööd – personali valikuproblemaatika analüüs ühes organisatsioonis ja personali hindamise või organisatsiooni hindamissüsteemiga seotud analüüs.
