Aine eesmärk on:
- anda üliõpilastele terviklik arusaam militaar- ja humanitaarlogistika põhimõistetest, arengusuundadest ning rahvusvaheliste organisatsioonide, kohalike struktuuride ja erasektori rollist humanitaarabi tarneahelas;
- arendada üliõpilaste võimet mõista kriisi- ja katastroofiolukordade logistilisi väljakutseid ning kujundada koostöö- ja suhtlemisoskust ning eetiliselt vastutustundlikku otsustusvõimet rahvusvahelises ja kultuuridevahelises kontekstis;
- toetada praktilise koostööoskuse kujunemist läbi ühistegevuste avaliku- ja sotsiaalse sektori organisatsioonidega (Päästeamet, PPA, Toidupank, PERH jt).

The aim of this cours eis to:
- provide students with a comprehensive understanding of the key concepts and development trends in military and humanitarian logistics, as well as the role of international organizations, local structures, and the private sector in the humanitarian supply chain;
- to develop students’ ability to understand deeply logistical challenges in crisis and disaster situations, and to foster cooperation and communication skills, along with ethically responsible decision-making in an international and intercultural context;
- to support the development of practical collaboration skills through joint activities with public and social sector organizations (Estonian Rescue Board, Police and Border Guard Board, Food Bank, North Estonia Medical Centre, etc.).

Õppeaine läbinud üliõpilane:
- selgitab militaar- ja humanitaarlogistika teoreetilisi aluseid, põhimõisteid ja rakendusi ning kirjeldab kaitseväe ja tsiviilasutuste rolli kriisi- ja sõjaliste operatsioonide logitikasüsteemis;
- analüüsib sõjalisi ja tsiviilseid kriisiolukordi ning kavandab logistilisi lahendusi, arvestades piiratud ressursse, turvalisust ja operatsioonikeskkonna muutlikkust;
- teeb otsuseid, arvestades nii sõjaliste kui ka humanitaarmissioonide eetilisi, sotsiaalseid ja kultuurilisi tegureid;
- kasutab infotehnoloogilisi ja digitaalseid tööriistu, sealhulgas militaar- ja humanitaaroperatsioonides kasutatavaid süsteeme (nt GIS, jälgimis- ja varude juhtimissüsteemid) ning arendab koostöö- ja suhtlemisoskust meeskonna- ja võrgustikutöös mitmekultuurilises keskkonnas;
- hindab koostöövõimalusi tsiviil- ja avalike ning sotsiaalstruktuuride vahel ning oskab planeerida ühislahendusi kriisiolukordadeks.

After completing this course the student:
- explains the theoretical foundations, key concepts, and applications of military and humanitarian logistics, and describes the role of the armed forces and civil institutions in the logistics system of crisis and military operations;
- analyzes military and civilian crisis situations and design logistical solutions, taking into account limited resources, security requirements, and the dynamic nature of the operational environment;
- makes decisions that consider the ethical, social, and cultural factors relevant to both military and humanitarian missions;
- uses information technology and digital tools, including systems applied in military and humanitarian operations (e.g., GIS, tracking and inventory management systems), and demonstrates cooperation and communication skills in teamwork and networking within a multicultural environment;
- evaluates opportunities for collaboration between civil, public, and social structures and to plan joint solutions for crisis situations.

Militaar- ja humanitaarlogistika olemus. Humanitaarabi tsüklid: ennetamine, valmisolek, reageerimine ja taastamine. Rahvusvahelised organisatsioonid ja nende roll humanitaarlogistikas (ÜRO, Punane Rist, NATO, WHO jt). Humanitaarabi tarneahela struktuur ja koordineerimine. Kaitseväe roll rahvusvahelistes ja regionaalsetes kriisiohjeoperatsioonides.

Varustuse ja ressursside planeerimine kriisiolukorras. Transport ja jaotus sõjaolukorras, kriisi- ja katastroofipiirkondades. Ladustamine, varude haldamine ja ajutised logistikakeskused. Meditsiinilogistika ja elutähtsate ressursside tagamine. Militaar- ja humanitaarlogistika koostöö (dual use lähenemine). Koostöö kohalike kogukondade ja erasektoriga. Infotehnoloogia ja kommunikatsioon humanitaarlogistikas (GIS, satelliitandmed, digiplatvormid, droonid). Eetilised, kultuurilised ja sotsiaalsed aspektid humanitaarabi korraldamisel. Jätkusuutlikkus ja rohepööre humanitaarlogistikas. Riskijuhtimine ja valmisolek tulevikukriisideks (pandeemiad, kliimamuutused, geopoliitilised konfliktid). Juhtumianalüüsid rahvusvahelistest humanitaarmissioonidest. Innovatsioon ja tulevikutrendid humanitaarlogistikas. Juhtumianalüüsid, simulatsioonid NATO, EU ja Eesti Kaitseväe praktikast.

Humanitarian aid cycles: prevention, preparedness, response, and recovery. International organizations and their role in humanitarian logistics (UN, Red Cross, NATO, WHO, etc.). Structure and coordination of the humanitarian supply chain. The role of the armed forces in international and regional crisis management operations.

Planning of supplies and resources in crisis situations. Transportation and distribution in wartime, crisis, and disaster areas. Warehousing, inventory management, and temporary logistics hubs. Medical logistics and the provision of vital resources. Civil-military cooperation in logistics (dual-use approach). Collaboration with local communities and the private sector. Information technology and communication in humanitarian logistics (GIS, satellite data, digital platforms, drones). Ethical, cultural, and social aspects in the organization of humanitarian aid. Sustainability and the green transition in humanitarian logistics. Risk management and preparedness for future crises (pandemics, climate change, geopolitical conflicts). Case studies of international humanitarian missions. Innovation and future trends in humanitarian logistics. Case studies, simulations from NATO, the EU, and the Estonian Defence Forces.
