Õppeaine eesmärk on tutvustada üliõpilastele väljakutseid ja stsenaariume, mis on seotud kaasaegsete ja tulevaste tehnoloogiliste arengutega ning sellega, kuidas need võivad muuta väljakujunenud õigussüsteeme. Selleks annab kursus ülevaate õiguse analoogsetest alustest, uurib varasemaid juhtumeid, kus tehnoloogia on põhjustanud õiguslikke muutusi ja kuidas õigus sellele kohanes, ning tutvustab peatselt saabuvaid uusi tehnoloogilisi väljakutseid, millega tuleb lähiaastatel silmitsi seista.

The aim of this course is to introduce students to challenges and scenarios related to contemporary and future technological developments and how they could disrupt established legal systems. To that end, it provides the students with an understanding of the analogue foundations of the law, analyzes scenarios of legal disruption that took place in the past and how the law adapted afterwards, and introduces the upcoming technological challenges that will be faced in upcoming years.

Aine läbinud üliõpilane:
- selgitab digitaalsete uuenduste (digital disruption) olemust ja seda, miks õigussüsteemidel on raskusi tehnoloogiliste uuendustega kohanemisel;
- selgitab mõningaid lähitulevikus esilekerkivaid keerukaid teemasid;
- analüüsib õigussüsteemide kitsaskohti tehnoloogilise uuenduse korral ning rakendab metoodiliselt õiguslikke strateegiaid nende muutustega kohanemiseks.

After completing this course the student:
- explains the notion of digital disruption, and why the legal systems struggle to cope with technological innovation;
- explains some of the more upcoming challenging topics;
- analyses the pitfalls of legal systems when facing a technological disruption, adopts methodologically consistent legal strategies to adapt to it;
- finds practical legal responses to technology‑driven disruptive scenarios, using basic principles of law.

See kursus uurib, kuidas kaasaegsed ja esilekerkivad tehnoloogiad võivad seada küsimuse alla või muuta seniseid õigussüsteeme ning millistel tingimustel toimub tegelik „disruptsioon“. Kursus tutvustab õiguse analoogseid aluseid, kasutab ajaloolisi ja hüpoteetilisi stsenaariume (sh transhumanism, kvantarvutus, immersiivsed tehnoloogiad ja agentne tehisintellekt) õiguse muutumise analüüsimiseks ning rakendab väljakutsepõhist õpet, et kujundada jätkusuutlikkust ja vastupanuvõimet toetavaid õigus- ja poliitikalahendusi eri institutsionaalsetes ja sektoriaalsetes kontekstides.

This course examines how contemporary and emerging technologies may challenge or transform established legal systems, asking under what conditions genuine “disruption” occurs. It introduces the analogue foundations of law, uses historical and hypothetical scenarios (including transhumanism, quantum computing, immersive technologies and agentic AI) to explore legal change, and engages students in challenge-based work to design sustainability-oriented and resilience-enhancing legal and policy responses in different institutional and sectoral contexts.
