course aims in Estonian
Kursuse eesmärk on tutvustada õpilastele riigihangete õiguslikke aspekte nii ELi kui ka globaalset konteksti silmas pidades. Käsitletakse kõiki asjakohaseid riigihangete juriidilisi termineid, kontseptsioone ja põhimõtteid. Üliõpilastele antakse arusaam hankereeglite toimimisest. Samuti kirjeldatakse kursusel erinevate hankemenetluse osaliste õigusi ja kohustusi, kombineerides ja ühendades seejuures riigihanke-, lepingu- ja ka haldusõiguse õiguslikud terminid.
Üliõpilased õpivad kindlaks tegema, rakendama ja eristama asjakohaseid reegleid ning põhimõtteid akadeemilisel ja praktilisel tasandil.
Erilist tähelepanu pööratakse innovatsiooni hankimisele, kuna see kujundab Euroopa tulevikku.

The aim of this course is to introduce students to legal aspects of public procurement in EU and its global context. Addressed are all relevant public purchasing legal terms, concepts and principles. Students are provided with understanding on how procurement rules function. Also, the course describes the rights and obligations of relevant stakeholders, combining procurement law, contract law and also administrative law legal terms.
Students will learn how to identify, apply and distinguish relevant rules and policies at an academic and practical level.
Special attention is provided to public procurement of innovation as this is shaping the Europe's future.

- selgitab teooriat ja kohaldatavaid norme ning rakendab neid;
- analüüsib ja arutab vastavaid teemasid;
- tõlgendab õigust ja kohtulahendeid;
- esitab argumente ja vastavat kohtupraktikat;
- väljendab arvamusi ja annab sobivad õiguslikud argumendid.

Kursus annab põhjalikud teoreetilised teadmised ning oskused rakendada neid praktikas. Kursuse tulemusena üliõpilane:
- tunneb vastavaid põhimõtteid ja printsiipe;
- omab ülevaadet olulisematest õiguslikest regulatsioonidest;
- teab ja mõistab peamisi teemakohaseid põhimõtteid, mõistab erinevaid tasemeid ja tunneb nende õiguslikke ja poliitilisi lähenemisi;
- kriitiliselt hindab vastavate probleemide kohta teada olevat informatsiooni ja kohaldab õigusnorme praktikas tekkinud probleemide lahendmaiseks.

The essence of the subject course is to provide extensive theoretical knowledge to the students and the ability to apply it in the practice. As the result of this course the student:
- is familiar with the basic concepts and principles of the topic;
- has an overview of the different applicable regulatory instruments;
- knows and understands basic concepts related to the topic matter, also understands the different dimension and has an overview of the underpinning legal science as well as politics involved;
- is able to critically evaluate information on relevant problems and is able to apply regulation tools to solve problems arising in practice.
