Õppeaine eesmärk on:
- anda ülevaate erinevatest viisidest, kuidas avalik sektor saab toetada ja edendada innovatsiooni, transformatiivseid muutusi ning kestlikkust;
- tutvustada nii ajaloolisi kui ka tänapäevaseid arenguid, mis on avaliku sektori ette toonud toetava ning edendava rolli;
- arutada avaliku sektori toetava ning edendava rolli täitmisega seotud kriitilisi debatte (nt riigi sekkumise legitiimsus ja selle piirid, vajalike võimekuste arendamine jne);
- käsitleda teoreetilisi ja praktilisi väljakutseid nii süsteemi tasandil, organisatsiooni tasandil kui ka indiviidide tasemel.

The objective of the course is to:
- provide an overview of the various ways in which the public sector can support and promote innovation, transformative changes and sustainability;
- introduce both the historical and contemporary developments that have brought the supportive and promotive roles to the attention of the public sector;
- discuss the critical debates related to the performance of supportive and promotive roles (e.g. the legitimacy of state intervention and its limits, the development of necessary capabilities, etc.);
- address both the theoretical and practical challenges at the system level, at the organizational level and at the level of individuals.

Õppeaine edukalt läbinud üliõpilane:
- arutab ja eristab erinevaid viise, kuidas riik saab erinevat tüüpi innovatsioone, transformatsioone ja kestlikkust toetada;
- üldistab erinevaid teoreetilisi suundumisi, mis diskuteerivad avaliku sektori struktuuri rolli ja juhtimispraktikate üle innovatsiooni, transformatsioonide ning kestlikkuse edendamisel;
- tuvastab innovatsiooni, transformatsioonide ja kestlikkuse toetamisele orienteeritud avaliku sektori organisatsioonide ülesehitamise ning juhtimise peamised väljakutsed ja parimad praktikad;
- demonstreerib kriitilise mõtlemise, kontseptuaalse analüüsi ja argumenteerimise oskuseid nii kirjalikult kui ka suuliselt.

After successfully passing the subject, the student:
- discusses and differentiates between different ways how the state can support different types of innovations, transformation and sustainability;
- generalizes various theoretical strands that debate on the role of public sector structure and management practices in supporting innovation, transformations and sustainability;
- identifies the main challenges and best practices regarding the design and management of public sector organizations tasked with abovementioned roles;
- demonstrates the skills of critical thinking, conceptual analysis and argumentation both in written form and orally.

Õppeaine annab ülevaate erinevatest viisidest kuidas avalik sektor saab toetada ja edendada innovatsiooni, transformatiivseid muutusi ning kestlikkust. Kursusel antakse ülevaade nii ajaloolistest ning tänapäevastest arengutest, mis on mainitud rolli avaliku sektori ette toonud, kui ka nende rollide täitmisega seotud kriitilistest debattidest (nt riigi sekkumise legitiimsus ja selle piirid, vajalike võimekuste arendamine jne). Kursus käsitleb neid teemasid ja teoreetilisi ja praktilisi väljakutseid nii süsteemi tasandil (kuidas innovatsioonile ja laiematele muutustele suunatud organisatsioonid avalikus sektoris tekivad ja arenevad), organisatsiooni tasandil (kuidas selliseid organisatsioone ehitada ja juhtida) kui ka indiviidide tasemel (millist omadustega juhte ja liidreid sellised organisatsioonid vajavad). Kursuse käigus vaadeldakse neid küsimusi teoreetilise kirjanduse, erinevate riikide kogemuste ning praktiliste näidete ja harjutuste baasil.

The subject provides an overview of the various ways in which the public sector can support and promote innovation, transformative changes and sustainability. The course provides an overview of both the historical and contemporary developments that have brought the mentioned role to the attention of the public sector, as well as the critical debates related to the performance of these roles (e.g. the legitimacy of state intervention and its limits, the development of necessary capabilities, etc.). The course deals with these topics and theoretical and practical challenges both at the system level (how organizations aimed at innovation and broader changes in the public sector arise and develop), at the organizational level (how to build and manage such organizations) and at the level of individuals (what qualities of managers and leaders do such organizations need). During the course, these questions are examined on the basis of theoretical literature, experiences of different countries, and practical examples and exercises.
