Õppeaine tegeleb tänaste avaliku sektori innovatsiooniväljakutsetega võttes fookusesse konkreetse avaliku sektori juhtumi. Eesmärk ei ole pelgalt lahenduste süntees ja väljapakkumine, vaid ka avaliku sektori probleemide ümbermõtestamine ning lahendusteede elluviimise läbimõtlemine.

Using hands-on approach, this class deals with contemporary public sector innovation challenges by focusing on a concrete public sector case. The aim of the course is not only to find out what should and could be done to address a specific public sector challenge, but also how to re-conceptualize public sector problems and what should be done to implement the needed change.

Õppeaine edukalt läbinud üliõpilane on võimeline:
- aru saama avaliku sektori innovatsiooniväljakutsete kontekstist ja tekkepõhjustest;
- ümber mõtestama avaliku sektori väljakutseid;
- välja töötama uusi ideid ja lahendusi konkreetse avaliku sektori väljakutse lahendamiseks;
- selgitama innovatiivsete lahenduste vajalikkust avalikus sektoris.

After successfully passing the subject the student should be able to:
- understand and analyze the context and roots of public sector innovation challenges;
- re-conceptualize public sector challenges;
- synthesize novel ideas and solutions for a specific public sector challenge;
- explain the viability of specific innovative solutions in the public sector context.

Kursusel on kolm peamist fookust. Esiteks, kursusel antakse lühiülevaade avaliku sektori innovatsioonimeetoditest. Teiseks, tudengid töötavad konkreetse reaalelulise avaliku sektori väljakutsega. Kolmandaks, tudengid kaitsevad oma lahenduskäike ekspertpaneeli ees.

The course has three main focus areas. First, it introduces the students the basic methods for public sector innovation. Second, the students will tackle a specific real-world public sector challenge through hands-on fieldwork. Third, the students will provide concrete solutions to the identified challenge and present the results and defend their arguments in front of an expert panel.

The grade is based on interim presentations of field-work (50%) and final presentation (quality of the conducted work, style of presentation, quality of slides) (50%).

Iseseisev töö on grupitöö, mille eesmärk on töötada välja lahendus konkreetse avaliku sektori väljakutse jaoks (nt kontseptsioon, prototüüp vms).

The group-works focus on developing a solution (e.g. concept, prototype or similar) to a concrete public sector challenge.
