Kursuse eesmärk on analüüsida avaliku halduse süsteemitasandi juhtimisküsimusi fookusega koordineerimisel ja koostööl. Kursus läheneb koordineerimise ja koostöö teemadele institutsionaalsest vaatest ning analüüsib, millest koostöö sõltub, millised on koos tegutsemise tõkked ning kuidas neid ületada. Koordineerimise ja koostöö teemasid arutatakse globaalsete megatrendide ning Eesti riigi ees seisvate väljakutsete valguses. Kursuse teoreetiline raamistik toetub koordineerimise ja avaliku sektori võrgustike kirjandusele.

The core aim of the course is to discuss the issues of public sector coordination and to analyse the questions of public sector management on systemic level. The course takes an institutional view on coordination and collaboration. The goal is to inquire into the nature of coordination and collaboration, to identify the barriers for collaborating and the ways to overcome them. Coordination and collaboration issues are discussed in the light of global megatrends as well as the challenges that the Estonian state is facing. The theoretical framework of the course draws on academic debate on public sector coordination and network governance.

Kursuse läbinud üliõpilane:
- analüüsib avaliku poliitika probleemide olemust ja keerukust koostöövajaduste perspektiivist;
- oskab lahti seletada peamisi koordineerimise ja koostööga seonduvaid mõisteid;
- teab koordineerimise baasmehhanisme ja instrumente;
- kirjeldab koordineerimise ja koostöö rolli avalike poliitikate kujundamisel ja elluviimisel;
- oskab planeerida võrgustiku-tüüpi koostöövormide tegevust ja ressursse;
- hindab kriitiliselt võrgustiku-tüüpi koostöövormide juhtimist;
- analüüsib koostöö ja koordineerimise toimimist Eesti avalikus sektoris;
- omab meeskonnatöö kogemust.

After completing this course, the student will be able to:
- analyse the nature of policy problems and the implications of complexity for policy coordination;
- explain the definition and central concepts of theoretical discussion on public sector coordination and collaboration;
- name the basic mechanisms of coordination and bring examples of coordination instruments in practice;
- describe the function of coordination and collaboration in the design and implementation of public policies;
- plan the operation and resources of network-type collaborative bodies;
- dissect critically the management of network-type collaborative bodies;
- analyse coordination and collaboration practices in the Estonian public sector;
- have an experience of teamwork.

Kursusel käsitletavad põhiteemad on: avaliku poliitika probleemide olemus ja keerulised poliitikaprobleemid. Globaalsed megatrendid. New Public Management reformid. New Public Governance ja avaliku sektori võrgustikud. Avaliku sektori koordineerimise mõiste, baasmehhanismid ja instrumendid. Võrgustikupõhine valitsemine. Institutsionaalne analüüs. Erinevad koostöövormid. Koostöötõkked ja nende ületamine. Võrgustike juhtimine. Võrgustiku juhi ressursid. Praktilised näited koostöö- ja koordineerimise probleemidest ning nende lahendamisest.

The main subjects of the course are: the nature of policy problems and complex policy issues. Global megatrends. New Public Management reforms. New Public Governance and public sector networks. The concept, definition, basic mechanisms and instruments of public sector coordination. Network governance. Institutional analysis. The modes and depth of collaboration in the public sector. Barriers to collaboration and the ways to overcome them. Network management. The resources of a network manager. Practical case studies of coordination and collaboration problems and the ways to address them.
