Kursus annab ülevaate hetke trendidest ja väljakutsetest e-valitsemises ning tutvustab e-lahenduste elutsüklit. Kursuse teemad on jagatud vastavalt viie erineva elutsükli vahel: (1) algatamine ja planeerimine, (2) eelarvestamine ja finantseerimine, (3) rakendamine ja juhtimine, (4) operatsioonid ja hooldamine (5) kontrollimine ja monitoorimine. Kursuse jooksul toimuvad arutelud praktiliste näidete abil.

This course provides an overview of current e-government challenges and trends and introduces the life cycle of e-government solutions. The life-cycle is structured around 5 main phases such as (1) initiating and planning, (2) budgeting and financing, (3) implementing and managing, (4) operations and maintenance (5) controlling and monitoring,. Real life examples are presented and discussed during the course.

Riigipõhine presentatsioon:
Iga üliõpilane koostab e-valitsemisest riigipõhise ülevaate ning esitleb seda õppesessioonil. Presentatsiooni hinnatakse terviklikkuse, selle sisu kvaliteedi, asjakohasuse ning aja kasutamise eest.
Grupitööd:
Grupid moodustatakse esimese õppesessiooni lõpus vastavalt üliõpilaste erialasele taustale ja muudele praktilistele kaalutlustele. Grupid töötavad õppesessiooni käigus e-lahenduse kavandiga, mida nad arendavad ülejäänud aine jooksul. Teema kinnitatakse õppejõududega 1 nädala jooksul. Grupitöö eesmärk on luua hüpoteetiline e-lahendus, mis parandaks e-valitsemist mingis kindlas valdkonnas. Olemasoleva e-lahenduse või praktilise näite kasutamine on lubatud. E-lahneduse arendamine peaks lähtuma aine struktuurist: grupid analüüsivad iga etappi e-lahenduse elutsüklist (planeerimisest rakendamiseni).
Arutatakse gruppide edasjõudmist e-lahenduse arendamisel. Grupid esitlevad e-lahendust keskenduses projekti initsieerimisele ja planeerimisele. Grupitöö lõplik esitlus.

Country Presentation:
Each student shall make a country review and present it in the class. Choice of a country and required presentation structure will be agreed in class. Assessment criteria consist of completeness and quality of the presentation, relevance of topics presented and the use of time.
Group Work:
Groups will be formed during the first class based on the background of students and with a view on practical needs. Groups will discuss a development of e-service they will independently work on throughout the course. The selected e-service will be confirmed with lecturers within one week. The aim of the group work is to create a hypothetical e-service that would contribute to e-governance. Upgrade of an existing e-service or real life example is allowed. The development of a solution should follow the course structure: groups should analyze each phase from the life cycle of their chosen solution (from planning to implementing).
Discussion is facilitated on current status of Groups’ progress. Groups will present their e-service with a focus on initiating and planning. Final presentations.
