Kursuse eesmärgiks on tutvuda seminaritööga ning e-Riigi teenuste ja tehnoloogiate valdkonna oluliste uusimate arengutega. Lisaks arutatakse ning harjutatakse akadeemilist kirjutamist ja esitlemisoskusi.

The aim of the course is to get familiar with seminar work and important latest work in the field e-governance services and technologies as well as to discuss and exercise academic writing and presentation.

Kursuse lõpuks on tudengitel:
- üldine arusaam e-Riigi teenuste ja tehnoloogiate valdkonna suurimatest kirjutistest
- üldine arusaam nimetatud valdkonna olulisemast kirjandusest
- üldine ülevaade kõige hiljutisematest uurimustulemustest nimetatud valdkonnas
- oskused rakendada akadeemilist analüüsi ning argumentatsiooni kirjutiste, uurimustulemuste ja kirjanduse võrdlemisel, mõistmisel ning hindamisel
- sügavam arusaamine teaduslikest vahenditest ja metodoloogiatest ning nende rakendamisest nimetatud valdkonnas
- oskused organiseerida ning sünteesida isiklik akadeemiline kirjutamisprojekt
- oskused täpsustada ning anda akadeemiline loeng

By the end of the course, students will:
- have a robust understanding of major contributions to the indicated field of e-governance services and technologies
- have a robust understanding of seminal literature in the indicated field
- have a robust impression of latest research results in the indicated field
- will be able to apply academic analysis and argumentation in the comparison, appreciation and evaluation of contributions, research results and literature in the indicated field
- will have gained a deeper understanding of scientific tools and methodologies and their exploitation in the indicated field
- will be able to organize and synthesize an own academic writing project
- will be able to elaborate and give an academic talk

Sellel kursusel uurime ning arutame mitmeid olulisi artikleid e-Riigi teenuste ja tehnoloogiate valdkonna kirjandusest. Iga tudeng valib ning on vastutav ühe konkreetse kirjutise eest (arikkel, peatükk raamatus, standard, strateegia, päevakord, uurimus, arvustus jne.). Kirjutised valitakse ajakohasest kirjutiste nimekirjast. Lisaks on tudengitel võimalik esitada oma ettepanekud sobivate seminarikirjutiste kohta. Iga tudeng peab valitud artikli läbi lugema ning selle sisu analüüsima. Iga tudeng kirjutab valitud artikli kohta sisukokkuvõtte (pikendatud kokkuvõte) sedasi, et kaastudengitel oleks võimalikult lihtne lugeda ja aru saada. Samuti valmistab iga tudeng ette esitluse valitud artikli kohta. Kirjutisi arutatakse nimetatud esitluste ajal. Lisaks esitlusseminaridele toimuvad ka ühisõppe seminarid uurimusmetodoloogiate, uurimusvahendite, akadeemilise kirjutamise ja esitlusmeetodite teemadel.
brief description of the course in English
In this course we will study and discuss a range of important papers from the literature in the field of e-governance services and technologies. Each student selects and takes responsibility for one concrete paper (article, book chapter, standard, policy, agenda, survey, review etc.). The papers are selected from an up-to-date list of papers. Also, students can make own proposals for appropriate seminar papers. Each student reads the selected paper and reflects upon the content. Each student writes a summary (extended abstract) about the selected paper in a way that is particularly convenient to read and understand for the fellow students. Similarly, each student prepares and gives a talk about the selected paper. The papers are discussed along the given presentations. The presentation sessions are enriched by collaborative learning sessions on research methodologies, research tools, academic writing and presentation techniques.

Iga tudeng loeb ja uurib valitud seminariartiklit. Selleks, et valitud artiklit uurida ning analüüsida peab tudeng heitma pilgu peale ja vahel ka pikemalt süüvima teistesse teemakohastesse artiklitesse. Sama lähenemine kehtib ka taustkirjanduse kohta. Iga tudeng kirjutab valitud artikli kohta sisukokkuvõtte (pikendatud kokkuvõte) ja esitleb seda kaasõpilastele.

Each student reads and studies the selected seminar paper. In order to study and reflect upon the selected paper, the student also needs to glimpse over and sometimes to delve into further papers that embody related work. The same is with appropriate background literature. Each student writes a summary (extended abstract) about the selected paper. Each student elaborates a talk about the selected paper.
