Aine eesmärk on anda teadmised ja oskused erinevatest hindamise meetoditest, mida kasutatakse tervishoiu tehnoloogiate, programmide, infosüsteemide hindamises ja analüüsis, sh:
- valmistada ette muudatuste juhid digitervise valdkonnas, andes neile põhiteadmised protsesside ja tulemuste hindamise ning majandusliku hindamise põhimõtetest tervishoius;
- süvendada teadmisi digitervise aspektidest, indikaatoritest, teooriatest ning tutvustada raamistikke ja meetodeid;
- metoodiliste käsitluste, akadeemilise kirjutamisoskuse, teaduskirjanduse otsingute ja kriitilise analüüsi oskuste arendamine erinevate hindamispraktikate jaoks, sh interdistsiplinaarse digitervise projekti hindamisraamistiku väljatöötamise toetamine;
- praktiliste oskuste kinnistamine majanduslike hinnangute läbiviimiseks patsientide poolt raporteeritud tulemuste analüüsimisel, samuti kuluefektiivsuse ja majandusliku modelleerimise kasutamine erinevate juhtumite ja poliitiliste otsuste jaoks.

The aim of this course is to:
- prepare change managers in digital health by providing them with a basic understanding of the principles of process and outcome evaluation as well as economic evaluation in healthcare;
- deepen the knowledge of digital health aspects, indicators, theories and to introduce frameworks and methods;
- development of methodological approaches, academic writing skills, scientific literature searches and critical analysis skills for various assessment practices, incl. supporting the development of an evaluation framework for an interdisciplinary digital health project;
- consolidation of practical skills for conducting economic assessments in the analysis of patient-reported outcomes as well as the use of cost-effectiveness and economic modelling for real-life examples and policy decisions.

Aine läbinud üliõpilane:
- mõistab hindamisteooriate ja hindamise rolli tervishoius ning digitaalses tervises;
- mõistab majandusliku hindamise rolli ja uurimismeetodeid erinevate otsustajate ja huvirühmade jaoks;
- rakendab teoreetilisi teadmisi praktilistes eelarvejaotuse arvutamise harjutustes ja loob otsustuspuid;
- jätab meelde ja analüüsib peamisi (täis)majanduslike hindamiste meetodeid, terminoloogilisi erinevusi ning mõistab süsteemse mõtlemise lähenemisviisi;
- hindab kriitiliselt digitaalse terviselahenduse CEA uuringuid, rakendades kirjanduse ülevaate tehnikaid ja standardeid;
- koostab digitaalse terviselahenduse hindamise plaani, lähtudes lahenduse arendamise etapist ja küpsusastmest.

After completing this course the student:
- understands the role of evaluation and evaluation theories in healthcare and in specifically in Digital Health;
- understands the role and different research methods of economic evaluation for different decision makers and stakeholders;
- applies theoretical knowledge to practical budget allocation calculation exercises and creates decision trees;
- remembers and analyses the main methods of full economic evaluations, difference between evaluation and assessment and understands systems thinking approach;
- evaluates critically digital health solution’s CEA studies by applying literature review techniques, standards;
- creates an evaluation plan for a digital health solution based on the stage and maturity of the solution development.

Kursus aitab mõista eri hindamistüüpide (protsessi-, summatiivne-, formatiivne- ja tulemuslikkuse hindamise) vajalikkust, fookusega majandusliku mõju hindamise printsiipidele, tervishoius tervikuna ning digitervises spetsiifiliselt. Aine katab raamistikke, mudeleid, teooriaid ja meetodeid koos paljude praktiliste harjutuste, mida saab kasutada ka väljaspool teemavaldkonda ja ainet. Õpiväljundite saavutamiseks tehtavad ülesanded aitavad arendada infootsingu oskuseid, akadeemilist kirjutusoskust, esitluse tegemise vilumust, kriitilist mõtlemist ja vastastikhindamist.

The course helps to understand the need behind process, formative and impact valuation with the focus on economic evaluation principles in healthcare in general and in digital health as the centre of the attention. We cover theories, frameworks, models and methods along with different hands-on evaluation practices that could be applied outside the course. Tasks help to develop information search, academic writing and presentation skills, critical thinking and peer assessment.
