Aine eesmärk on anda üliõpilasele oskused hinnata tervishoiusüsteemide arengut, toimivust ja tõhusust meie tervise hoidmisel ning eesmärkide saavutamisel tervisedenduse ja tervishoiuteenuste osutamise kaudu. Õppeaine raames analüüsitakse tervishoiusüsteemide alustalasid, sealhulgas rahastamist, ostumudeleid, juhtimist, teenuste osutamist, strateegiaid ja ennetust puudutavaid aspekte. Lisaks õpitakse tuvastama seoseid tervishoiu ja teiste poliitikatega (tervis kõigis poliitikavaldkondades) ning analüüsitakse, kuidas ühendada praegune tervishoiusüsteemi struktuur digitaalse majanduse ja ühiskonna muutuvate suundadega.

The goal of the course is to provide students relevant skills to evaluate health systems, how they have developed, how they operate today, how they are financed, how effective they are in keeping us healthy and achieving its goals through health promotion and health care services delivery. The students learn to detect and connect the different building blocks of health systems in terms of financing, purchasing, governance, care delivery, policies, promotion and connection to other policies (health in all policies). In addition to that, the course seeks to develop skills, how to connect the current health system structure to changing trends of digital economics and societies.

Õppeaine läbinud üliõpilane:
- hindab seoseid tervishoiusüsteemi eri osade vahel ja mõjutab poliitikaloome protsessis tervishoiusüsteemi arengut;
- hindab, kuidas kuidas mõjutavad tervishoiu rahavood osapoolte käitumist;
- kirjeldab tervishoiusüsteemide eri raamistikke, peamisi rahastusmudeleid ja erinevusi eri ostumudelite vahel, nende rahastamis- ja ostumudelite pakutavaid stiimuleid ning analüüsib neid;
- algatab keeruliste tervishoidu puudutavate küsimuste lahendamist ja mõjutab tervisesüsteemi arengut eri huvipoolte rollides;
- kirjeldab erinevate sekkumiste mõjumudeleid, mis toetavad organisatsiooni probleemide lahendamist ja uute tervishoiutehnoloogiate rakendamist ja rahastamist.

A student, who has successfully completed the subject:
- evaluates the interactions of different parts of a health system and has and impact in the political process in healthcare;
- evaluates, how the main monetary flows in healthcare affect the behavior of the involved parties;
- describes the different frameworks and financing models of health systems and analyses the differences between purchasing models and the incentives different financing and purchasing models provide;
- initiates activities to solve complex problems in health systems and impacts health systems’ development in diffrent stakeholder roles;
- describes impact models for different interventions solving organizational problems and implementing and financing new health technologies.

Tervisesüsteem ning selle rahastus sõltub konkreetse riigi või piirkonna poliitikast. Mitmesuguste globaalsete majanduslike, kultuuriliste, tehnoloogiliste ja poliitiliste suundumuste tõttu on see ka pidevas muutumises.
Puudub üks tervisesüsteemi mudel, mis on selgelt hea või ainuõige. Samuti pole ühtegi tervishoiusüsteemi korralduslikku lähenemist, mis aitaks lahendada kõik probleemid, mida kodanikud, patsiendid ja sidusrühmad ootavad. Ideaalset tervishoiusüsteemi pole, aga vaatamata sellele peame sinna poole püüdlema, arvestades konteksti ja keskkonda.
Üha enam sõltub tervishoiusüsteem digitaliseerimisest, mis omakorda pakub võimalusi ning loob samas ka palju väljakutseid. Seda põhjusel, et tervisesüsteemid pole suutnud digitaliseerimisega kohaneda. Võrreldes muude suundadega on tervisesüsteemi kohanemisvõime digitaliseerimisel üsna madal.
Kursusel käsitletakse erinevaid terviseprobleemide kasutamise juhtumeid ja uuritakse, kuidas mõjutavad tervisesüsteemide alustalad nende probleemide lahendamist. Õpilastelt oodatakse, et nad mõistaksid, kuidas tervisepoliitikat kavandatakse, oskaksid tervisesüsteemide arendamisel kaasa rääkida ja oskaksid varakult aru saada, millised on peamised takistused tervisesüsteemi parandamisel. Kursust raamistab simulatsiooniülesanne, kus iga osaline peab valima tervishoiu huvipoole rolli ning neid huvisid edukalt esindama, kasutades kogu kursuse jooksul õpitud teadmisi.

Health systems are in constant change and the structure of health systems depend on the policies of a specific country or region. Throughout history there have been rather clear-cut models of financing and delivering healthcare. This has changed due to various global economic, cultural, technological and political trends.
There is no one type of health system, which is explicitly good, there is no model which helps to solve all of the problems expected by citizens, patients, stakeholders. There is no ideal health system, but we should still pursue that. Health systems are dependent on each country’s policies, culture, economy, history and many other factors.
In the 21st century health systems increasingly depend on digitalization, which provides opportunities and poses many challenges. Health systems have not been able to adapt to digitalization drivers. Digitalization has also changed the global economy, introduced new technologies and disrupted political systems. Health systems are no exception, with rather low ability to adapt.
The course will capture different use-cases in terms of health problems and explores, how the building blocks of health systems have an impact to solving those problems. Students are expected to understand how health policies are planned, how to participate in health systems’ development processes and how to detect barriers in implementing positive changes in healthcare early on. The course is framed by a simulation excercise, where each member will have to represent a stakeholder group and implement skills learned in representing the interests of that group in the simulation debates.
