Kursuse peamiseks eesmärgiks on anda põhjalik ülevaade sotsiaalteaduste olemusest, kasutavatest meetoditest ja teadusliku analüüsi läbiviimise etappidest. Kursuse oluliseks eesmärgiks on, et selle läbinud üliõpilased oskaksid planeerida uurimistöö metodoloogiat oma magistritöö raames ning hinnata konstruktiivselt ja kritiseerida teaduslikke artikleid ja uurimistöid metodoloogilisest seisukohast.

Kursuse täiendavateks eesmärkideks on:
- Tutvustada erinevaid meetodeid, mida sotsiaalteaduslikus uurimises on võimalik kasutada (kvalitatiivne vs kvantitatiivne uurimine).
- Tuua välja peamised mõisted, mida uurimistöö tegemisel või hindamisel tuleb silmas pidada.
- Käsitleda uurimise disaini ja erinevaid etappe uurimistöö protsessis.
- Anda konkreetseid juhiseid, kuidas viia läbi võrdlevat analüüsi ja juhtumi analüüsi, kuidas koguda andmeid küsimustike ja intervjuude abil, kuidas analüüsida kogutud andmeid.
- Käsitleda epistemoloogia, metodoloogia ning kvantifikatsiooni küsimusi ja probleeme avaliku halduse ja innovatsiooni kontekstis.

The main aim of the course is to offer thorough theoretical and practical knowledge of the nature of social science, the main research methods used in social sciences and the main phases of conducting scientific research. An important goal of the course is that the students are able to plan the methodology for their own research and to evaluate and criticise scientific articles and other types or research from a methodological perspective.

The additional goals of the course are:
- To provide an overview of the different kinds of methods that can be used in social science (qualitative vs quantitative methods)
- To explain the main concepts of scientific work.
- To explain the need for and the essence of research design, and elaborate on the different phases of research process.
- To detailed guidelines on how to conduct a case study and a comparative study, how to collect information with the aid of interviews and questionnaires and how to analyse the collected data.
- To address the questions of epistemology, ontology, methodology and the problem of quantification in the context of public administration and innovation.

Aine läbinud õpilane:
- Nimetab hea teooria tunnuseid.
- Oskab seletada peamisi teadustööga seotud mõisted ning kuidas neid teadustööde läbiviimisel ning hindamisel kasutada.
- Tunneb peamisi kvantitatiivseid ja kvalitatiivseid meetodeid ja oskab konstruktiivselt hinnata teaduslike artiklite ning uurimistööde metodoloogiat.
- Eristab erinevaid andmete analüüsimise tehnikaid ja analüüsistrateegiaid ning oskab neid kasutada praktikas.
- Tunneb ära ja selgitab muutujate vahel esinevaid kausaalseid suhteid.
- Suudab koostada uurimisküsimustikke, küsitlusi ja läbi viia intervjuusid.
- Valib oma magistritöö uurimusküsimusele vastamiseks kõige kohasema meetodi.
- Tõlgendab teiste läbiviidud uurimuste tulemusi ning oskab uurimustöö kvaliteeti hinnata.

- Can outline the characteristics of a good theory.
- Is able to explain the meaning of the main concepts associated with social scientific research and how they should be used in conducting and evaluating research.
- Knows and is able to use the main qualitative and quantitative approaches in social scientific research.
- Distinguishes and is able to use different strategies and tactics for analysis of data.
- Recognizes and explains the causal relationships between variables.
- Can conduct interviews and surveys and criticise questionnaires and interview instruments used by others.
- Chooses the most suitable method(s) for answering a particular research question (e.g. for a MA thesis).
- Interprets the results of studies conducted by others and is able to evaluate their quality.

Kursuse eesmärk on anda põhjalikud teoreetilised teadmised sotsiaalteaduste olemusest ning arendada teadustöö tegemisel vajaminevaid praktilisi oskusi. Kursus annab ülevaate erinevatest meetoditest, mida sotsiaalteaduslikus uurimises on võimalik kasutada (kvalitatiivne vs kvantitatiivne uurimine), toob välja peamised mõisted, mida uurimistöö tegemisel või hindamisel tuleb silmas pidada, käsitleb uurimise disaini ja erinevaid etappe uurimistöö protsessis, annab konkreetseid juhiseid, kuidas viia läbi võrdlevat analüüsi ja juhtumi analüüsi, kuidas koguda andmeid küsimustike ja intervjuude abil, kuidas analüüsida kogutud andmeid. Lisaks praktilistele juhistele käsitleb kursus ka epistemoloogia, metodoloogia ning kvantifikatsiooni küsimusi ja probleeme avaliku halduse ja innovatsiooni kontekstis.

The aim of the course is to offer thorough theoretical knowledge on the nature of social science and to develop the practical skills for conducting social scientific research. The course will provide an overview of the different kinds of methods that can be used in social science (qualitative vs quantitative methods), explain the main concepts of scientific work, explain the need for and the essence of research design, and elaborate on the different phases of research process. The course will give detailed guidelines on how to conduct a case study and a comparative study, how to collect information with the aid of interviews and questionnaires and how to analyse the collected data. In addition to practical issues, the course will address the questions of epistemology, ontology, methodology and the problem of quantification in the context of public administration and innovation.

Osalemine loengutes: 20%
Seminariettekanne: 20%.

Lõpphinde saamiseks on kohustuslik kõik elemendid sooritada ning saavutada vähemalt pooled punktid võimalikest.

81-90%: hinne 4

In order to get the final grade, it is obligatory to perform on all the components and earn at least half of the points in each of the components.

The final grade is based on the general sum of the points earn for the different components:
91% and more: grade 5
81-90%: 4
71-80%: 3
61-70%: 2
51-60%: 1
50% and less: 0.

Iseseisva kirjaliku töö eesmärgiks on rakendada kursuse jooksul saadud teadmisi oma magistritöö, artikli või muu käesoleva uurimistöö planeerimiseks.

Iseseisev kirjalik töö peab sisaldama järgmiseid elemente:
1) Toob välja planeeritava uurimistöö uurimiseesmärgi ning selgitab valitud uurimiseesmärgi olulisust.
2) Kirjeldab, kuidas on planeeritavas uurimistöös seotud teoreetiline ning empiiriline osa.
3) Selgitab, milliseid kvalitatiivseid ja/või kvantitatiivseid meetodeid uurimistöös planeeritakse kasutada.
4) Põhjendab, miks antud meetodid on valitud, toob välja, kuidas antud meetodid aitavad vastata püstitatud uurimisküsimusele.
5) Toob välja planeeritava uurimistöö erinevad etapid.
6) Selgitab, millised on valitud uurimisküsimuse ning uurimismeetodite puhul eeldatavad raskused ja probleemid.
7) Analüüsib, kuidas eeldavaid probleeme on võimalik ennetada ja lahendada.
8) Märgib ära kolm teaduslikku ajakirja, kuhu selle planeeritava uurimistöö võiks esitada ning põhjendab antud valikut.
independent study in English
The goal of the independent work is to apply the knowledge and skills acquired during the course for developing the methodology for the Master’s thesis or another research project. The assignment should include:
1) Research question;
2) Explanation about why this research question is important and relevant;
3) What would be the main theoretical perspectives used for addressing the chosen research question and how would the theoretical and empirical part of the study would be connected.
4) An overview of the methodology that is planned for the MA thesis.
5) Reasons for choosing the particular methodology and how this methodology would enable one to find answers to the posed research questions
6) Overview of what the planned steps for the research process are.
7) What are the expected problems and difficulties that one is likely to face in the course of the planned research process.
8) In addition, the assignment should indicate three academic journals where the article could be published and why.
