course aims in Estonian
Kursuse põhieesmärk on, et kursuse läbinud oskaksid süstemaatiliselt ja põhjalikult hinnata mis tahes poliitikakava või reformiettepanekut, mis on seotud riigi rahandusega.
Kursuse täiendav eesmärk on:
- anda ülevaade riigi rahanduse kui distsipliini ajaloost ja arengust, erinevatest lähenemistest riigi rahanduses (nt Edgeworthi traditsioon ja Wickselli traditsioon) ja peamistest valdkondadest, millega riigi rahandus tegeleb;
- tutvustada riigi rahandust nii heaoluökonoomika kui ka avaliku valiku ja institutsionaalse ning konstitutsionaalse ökonoomika vaatepunktist;
- anda ülevaade fiskaalsotsioloogiast ja küsimustest, millega antud valdkond tegeleb.
course aims in English
The main goal of the course is that those who have passed it are able to evaluate systematically and thoroughly any political programme or reform proposal in the field of public finance.
The additional goal of the course is to:
- give an overview of the history and development of public finance as an academic discipline, of the different approaches to public finance are (e.g. the Edgeworthian tradition and Wicksellian tradition);
- introduce the issues of public finance both from the perspective of conventional welfare economics and from the perspective of constitutional economics;
- discuss the main issue areas of public finance, e.g. public goods, externalities, monopoly, taxation, budgeting, income distribution, and social insurance;
- give an introduction to fiscal sociology and to the main questions dealt with by this field.

Aine läbinud üliõpilane:
- on omandanud sügavamad teadmised riigi rahanduse peamiste teoreetiliste käsitluste kohta;
- oskab tõmmata paralleele riigi rahanduse teooria ja praktika vahel;
- mõistab riigi rahanduse põhimõtteid ja kasutab neid praktiliste probleemide analüüsimisel;
- hindab kriitiliselt erinevaid lähenemisi riigi rahandusega seotud probleemide lahendamisele,
- teab sügavuti riigi rahanduse kui eraldiseisva distsipliini aluseid;
- on tuttav avaliku halduse väärtushinnangute ja filosoofiaga riigi rahanduse kontekstis.

After completing the course the student:
- has a thorough knowledge on the different theoretical approaches prevalent in public finance,
- understands the main principles of public finance and uses them in analysing practical problems;
- evaluates critically the solutions offered to problems in the policy field of public finance,
- possesses the understanding of the underlying features of public finance as a separate discipline;
- is familiar with the main values and philosophical standpoints of public administration in the context of public finance.

Kursus käsitleb riigi rahandust nii heaoluökonoomika kui ka avaliku valiku ja institutsionaalse ning konstitutsionaalse ökonoomika vaatepunktist. Kursus annab ülevaate riigi rahanduse kui distsipliini ajaloost ja arengust, erinevatest lähenemistest riigi rahanduses (nt Edgeworthi traditsioon ja Wickselli traditsioon) ja peamistest küsimusvaldkondadest, millega riigi rahandus tegeleb sh. avalikud hüved, välismõjude problemaatika, ebapiisav konkurents, maksud, eelarve, tulude jaotus, sotsiaalkindlustus, sotsiaalhoolekanne, riigieelarve, kulu-tulu analüüs. Kursuse jooksul antakse ülevaade ka fiskaalsotsioloogiast ja küsimustest, millega antud valdkond tegeleb.

The course looks at how the issues of public finance are dealt with in welfare economics, public choice, institutional economics and constitutional economics. The course will give an overview of the history and development of public finance as an academic discipline, of the different approaches to public finance are (e.g. the Edgeworthian tradition and Wicksellian tradition), and discusses the main issue areas of public finance, e.g. public goods, externalities, monopoly, taxation, budgeting, income distribution, social insurance, public budgeting, cost-benefit analysis. The course will also give an introduction to fiscal sociology and to the main questions dealt with by this field.

Lõplik hinne kujuneb kolme komponendi põhjal:

20% - osalemine seminarides. Hinnatakse aktiivset osalust diskusioonides, kursis olekut lugemismaterjalidega.
20% - essee (10 lk). Hinnatakse kursuse jooksul omandatud analüütiliste oskuste rakendamist konkreetse riigi rahandusega seotud probleemi analüüsimisel.
60% - eksam. Eksam koosneb nii valikvastustega, lühi- kui ka esseeküsimustest. Eksamiküsimused on koostatud lugemismaterjalide ning loengutes ja seminarides käsitletud teemade alusel.

The final grade would be awarded based on three different components:

20% - Participation at the seminars. Criteria for assessment: active participation at the discussions, familiarity with obligatory readings.
20% - Essay (10 pages). Criteria for asseessment: how well the student can use the skills acquired during the course in analysing a specific problem in the field of public finance.
60% - Final exam. The exam consists of multiple choice, short questions and essay questions, which are compiled according to the topics covered at the obligatory readings and issues discussed at the lectures and seminars.

Iseseisva töö eesmärgiks on uurida iseseisvalt valitud riigi rahanduse valdkonda, kasutades kursuses omandatud teadmisi. Töö võib olla nii teoreetilise kui ka empiirilise orientatsiooniga. Essee pikkuseks peaks olema 10 lk ja tsiteeritud peaks olema vähemalt 10 rahvusvahelist akadeemilist allikat.
independent study in English
The goal of the assigned independent work is to analyse a specific issue in public finance, in the light of the analytical frameworks and instruments offered during the course. The essay can be both of theoretical and empirical orientation. The required length is 10 pages and it should cite at least 10 international academic sources.
