Õppeaine üldeesmärk on luua võimekused mõista, võrrelda ning vastandada avaliku sektori innovatsiooni ja e-valitsemise vallas reaalseid juhtumeid ja kogemust kolmes osalevas riigis. Eesmärgiks on ka kajastada ja selgitada erinevate spetsiifilisemate teaduslike meetodite olemust ja kasutamisvõimalusi avaliku sektori innovatsiooni ja e-valitsemise kontekstis ning parendada tudengite esinemis- ning argumenteerimisoskust ja kriitilisust teaduslikus diskursuses.

General objective of the subject is to be able to understand, compare and contrast the experiences working on real-life case studies in the area of public sector innovation and e-governance in the three participating host countries. The aim is also to reflect and explain the essence and applicability of different scientific methods in the context of public sector innovation and eGovernance as well as to enhance students` ability and skills to recite, argue and criticize in scientific discourse.

Õppeaine edukalt läbinud üliõpilane:
- on võimeline rakendama teoreetilisi teadmisi avaliku sektori innovatsioonist ja e-valitsemisest praktilistes oludes, kasutades omandatud interdistsiplinaarseid teadmisi;
- demonstreerib interdistsiplinaarseid teadmisi mõnes avaliku sektori innovatsiooni ja e-valitsemise kitsamas valdkonnas;
- suudab asetada omandatud teadmised spetsiifilisest valdkonnast Belgia, Eesti ja Saksamaa avaliku sektori kontekstidesse;
- selgitab, kuidas avalikud organisatsioonid on võimelised muutuma kohanemisvõimelisemaks, paindlikumaks ja innovatiivsemateks läbi IKT rakenduste;
- on võimeline arutama selle üle, kuidas IKT panustab poliitikavaldkondade tõhususe parenemisse, nt. tervishoiu, hariduse ja õiguse valdkondades, ning kuidas suured andmekogumid pakuvad erinevaid võimalusi avalikule sektorile;
- on suuteline kaitsma oma seisukohti nii kirjalikult kui suuliselt ning seisma vastu kriitikale;
- hindab adekvaatselt erinevate teaduslike meetodite kasutatavust erinevate uurimisküsimuste lahendamisel.

After successfully passing the subject the student:
- is able to apply their theoretical knowledge of public sector innovation and e-governance in practical settings whereby they utilize their interdisciplinary knowledge;
- demonstrates an interdisciplinary expertise in a specific topic of public sector innovation and eGovernance;
- is capable of translating the studied specific topic into a Belgian, German and Estonian public sector context;
- explains, how public organizations through the use of ICT are able to become more adaptable, flexible and innovative;
- is able to discuss, how can ICT contribute to the efficiency of specific policy domains, such as health, education or justice, and how can big data provide solutions for the public sector.
- is able to defend his/her positions both orally and written, and oppose any critique;
- evaluates adequately the applicability of different scientific methods for dealing with different research questions.

Õppeaine vaatleb võimekusi, mõistamaks ja võrdlemaks avaliku sektori innovatsiooni ja e-valitsemise vallas reaalseid juhtumeid ja kogemust kolmes osalevas riigis. Niisamuti kajastatakse ja selgitatakse erinevate spetsiifilisemate teaduslike meetodite olemust ja kasutamisvõimalusi avaliku sektori innovatsiooni ja e-valitsemise kontekstis ning parendatakse tudengite esinemis- ning argumenteerimisoskust ja kriitilisust teaduslikus diskursuses. Seminaris osalevad mitmed rahvusvaheliselt tunnustatud külalislektorid erinevatest avaliku sektori innovatsiooni ja e-valitsemise all-valdkondadest.

The subject deals with the understanding and comparison of the experiences working on real-life case studies in the area of public sector innovation and e-governance in the three participating host countries. It also reflects and explains the essence and applicability of different scientific methods in the context of public sector innovation and eGovernance as well as enhances students` ability and skills to recite, argue and criticize in scientific discourse. The seminar also offers a venue for various guest lectures by leading international scholars from various sub-fields of public sector innovation and e-governance.

Hinne kujuneb juhtumianalüüsi (70%) ning ettekande (20%) põhjal. Osalemine loengutes ja seminarides on kohustuslik (10%).
