- Anda teadmised keskkonnamõjude (KMH) ja keskkonna strateegilise mõju hindamise (KSH) eesmärkidest ja taotlusest kui otsustusprotsessi ja planeeringute korraldamise oluliselt keskkonnakorralduse vahendist.
- Analüüsida ja võrrelda kavandatava tegevuse keskkonnamõjusid ja võimalikke alternatiive, et leevendada (vältimine, minimiseerimine, parandamine, vähendamine, kompenseerimine) soovimatut mõju.
- Üheks peamiseks eesmärgiks on täiustada ja süvendada üliõpilaste arusaamist sotsiaalmajanduslike ja keskkonnaprobleemide seostest ning nende vaheliste konfliktide reguleerimise võimalustest.
- Anda teadmisi avalikkuse võimalustest osaleda ja otsustada keskkonnamõjude hindamise protsessis (KMH).
- Arendada ja harjutada meeskonnaöö oskusi.
course aims in English
- To give knowledge on the objectives and aims of environmental impact assessment (EIA) and strategic environmental assessment (SEA) as decision making and planning tools in environmental management.
- To analyse and compare the environmental impacts and alternatives of planned activities to mitigate (prevent, minimize, improve, reduce, compensate) adverse effects.
- One of the main objectives is to improve the understanding of students about social economic and environmental political links as well as possibilities to regulate conflicts between these aspects.
- To give knowledge on the possibilities of participation in decision making processes.
- To provide a basis for practical application of environmental assessment skills.
- To develop and practice teamwork skills.

Üliõpilane:
- on omandanud teadmised keskkonnamõju hindamise meetoditest ja metodoloogilistest põhimõtetest ning vastavatest õigusaktidest;
- omab vajalikke teadmisi ja oskusi, et identifitseerida võimalikke keskkonnamõjusid, neid analüüsida, üldistada ja hinnata ning leida leevendusmeetmeid mõjude vähendamiseks;
- oskab seostada teoreetilisi teadmisi ja omab praktilisi oskusi, et hinnata keskkonna- ja sotsiaalseid mõjusid ning võimalusi nende leevendamiseks;
- saab aru ja on võimeline kasutama erinevaid KMH ja KSH hinnangu analüüsimeetodeid;
- omab võimekust iseseisevalt leida kavandatavale tegevusele erinevaid alternatiivseid lahendusi ja neid objektiivselt hinnata (võrrelda);
- omab võimekust kriitiliselt hinnata teostatud KMH projekte ja oskusi töötada meeskonna liikmena;
- oskab analüüsida ja hinnata oma erialaga seotud ja ettevõtlusest tulenevaid võimalikke keskkonnaprobleeme ja- mõjusid (lahendatakse rühmatööde käigus oma erialalaga seotud KMH ülesandeid);
- oskab iseseisvalt püstitada KMH ja KSH lähteülesande ja läbi viia keskkonnamõju hindamise kogu protsessi (iseseisev projekt).

Student:
- has acquired knowledge of environmental impact assessment methods and methodological principles and relevant legislation;
- has the necessary knowledge and skills to identify, analyse, generalize and evaluate potential environmental impacts, and to find mitigation measures to reduce their impact;
- can associate theoretical knowledge and practical skills to assess environmental and social impacts and ways to mitigate them;
- understands and is able to use different methods for analysing EIA and SEA;
- has the ability to independently find alternative solutions to the proposed activity and objectively evaluate them (compare them);
- has the ability to critically evaluate EIA projects and skills to work as a team member;
- has the ability to analyse and evaluate the potential environmental problems and impacts associated with his / her specialty and business (solving EIA tasks in his / her specialty during group work);
- is able to independently establish the initial task of the EIA and the SEA and carry out the whole process of environmental impact assessment (independent project).

Keskkonnamõju hindamise (KMH) kursus hõlmab: KMH eesmärgid ja taotlused. Keskkonna mõiste KMH kontekstis. Keskkonnamõju hindamise õiguslikud alused, seadused, poliitilised otsused. Keskkonnamõju hindamise protsess. Sõelumine. Olulise keskkonnamõjuga tegevused. Keskkonnaprogramm, lähteülesanne. Avalikkuse osa KMH-s ja avaliku arutelu tulemuste arvestamine. Keskkonnamõjude analüüs, mõju hindamine, identifitseerimise meetodid. Leevendavad meetmed. Alternatiivid ja nende analüüs. Kavandatava tegevuse jõustamine ja keskkonna seire, KMH nõrgad ja tugevad küljed. Strateegilise keskkonnamõju (KSH) hindamise eesmärgid ja põhimõtted. Keskkonnaaudit. Audit kui keskkonnakorralduse vahend. Auditi liigid.
Kursus koosneb auditoorsest ja iseseisvast tööst.
Auditoorses osas viib õppejõud läbi loengud ja praktilised harjutused-seminarid. Rühmatööna üliõpilased koostavad konkreetse tegevuse kohta KMH või KSH projekti. Seminaritöö (praktilised-harjutused) koostamises osalemine ja KMH või KSH projekti koostamine on eelduseks eksami sooritamisele. Harjutustöid, esitlusi ja rühmatöid hinnatakse pdevalt, kas antud tööülesanne on täidetud või mitte (vähemalt 51% tulemusest).
Eksam on kirjalik ja hõlmab õppeainet kogu läbitud programmi ulatuses.
Sügissemestril õpetatakse inglise keeles, kevadsemestril eesti keeles.
Koondtulemus (100%) moodustub praktilised harjutustööd (20% koondtulemusest) ja projekt (20%) ning kirjaliku eksami (60%) koondtulemusest. Hindamise sisuline määratlus on toodud tabelis (lisa).

Purpose and aims of EIA. What is the environment.
Laws, Policy and Institutional Arrangements.
Key elements of the EIA process. Scrumming. Scoping. Activities with significant environmental impact. Environmental programme, initial task.
Role of public participation and how the opinions from stakeholders should be taken into account.
Impact analysis, mitigation measures and impact management.
Method of identifying impacts. Mitigating measures.
Analysis of the alternatives.
Implementation and follow-up. Monitoring.
Understanding of the strengths and weaknesses of EIA.
Purpose and aims of strategic environmental assessment (SEA).
Environmental Audit.
Audit as the means of environmental management.
Types of audit : Liability audit and compliance audit.
Instructions in autumn semester are carried out in English, in spring
the study is provided in Estonian.
The course consists of auditorial and independent work. During the auditorial part, the teacher carries our lectures and practices and exercises. In the group work session the students will compile a certain EIA or SEA project on a selected topic.
The practical assignments, presentations and group work tasks are supervised continuously, have those been fulfilled or not ( minimum 51% of the result). Participation in the practices and exercises and compilation of the coursework (project) is the prerequisite to take the exam. the exam is in written form and involves the materials from the whole course.
In the autumn the studies are in English and is spring in Estonian.

Participation in the practices and exercises and compilation of the coursework (project) is the prerequisite to take the exam. the exam is in written form and involves the materials from the whole course. The final credit (100%) is made up of practical assignments (20%), project or course work , 20%) and the results of the written exam as 60%. (see more n the attached table).
