Study programme aims and objectives
The curriculum will help to prepare managers and specialists
responsible for development of e-governance who are able to comprehend the business processes and management of state public administration and are familiar with the information systems and software development. It gives students a broad knowledge on modern state formation – the transition process to e-governance, its management and development. Studies include a wider overview of administrative and legal aspects of e-governance.
The objectives of the curriculum are:
1) to prepare specialists, who would manage information work of an institution, are able to analyze, model and computerize different public administration processes, in order to apply princpiles of e-governance, provide innovative IT solutions for their modernization and come up with contemporary results;
2) to provide a systematic overview of the basic concepts of e-government principles, what predominant theories are applied as well as the methods and latest current topics in the field;
3) to provide an overview of knowledge and needed skills for development and management of e-government in order to enable the implementation of information systems and IT solutions projects with a view to reorganize public administration processes;
4) to provide an understanding of different stakeholders’ role in society, including policies and strategic actions to ensure the transition to e-governance;
5) to develop students' ability to carry out both independent research or work in a team and prepare them for doctoral studies. Students should be able to to express oneself in written and oral forms and to assess the results of one's work critically; as well as to act as a specialist and developer in this field, including international relations;
6) to develop the sense of responsibility for the results and take prompt actions needed for managing the consequences of ones professional activities in development of digital change in the country;

Learning outcomes of the study programme
The graduate:
- has a systematic overview of the relationship between ICT and public
administration; of the basic concepts, theoretical principles and research methods of the fields;
- can analyze, model, plan and apply IT solutions needed for reorganizing public administration processes and create new developments as well;
- is able to comprehend the functioning of public sector as an organization and how its information work takes place; can assess the role of IT in administrative processes and make decisions on updating the processes of the institution;
- has an overview of different developing methods of public sector and is able to apply them;
- is capable to analyse the efficiency of applied solutions;
- is familiar with relevant contemporary ICT applications and has an overview of how they function;
- is able to analyze the relationship between innovation and e-government, and is aware of the role of technology in developing innovation;
- is able to assess the basic democratic values and human rights, to analyze the transition towards participatory democracy, as well as link it to service-centric thinking;
- is ready to work in a position that requires professional qualifications, showing initiative, responsibility, ability to lead and to work together with others in a team, and is able to asses critically one's preformance;
- is able to present and give arguments verbally and in a written form concerning the domain’s specific problems, conclusions and the underlying theories, using either the principal study language or a foreign language prevalent in this domain; also, has the ability to participate in professional and nonprofessional discussions on this domain. Graduation requirements
Completion of the curriculum in the required amount, and the successful defence of the graduation paper in conformity with the requirements set by the TalTech Senate.

- has an overview of theoretical basis of society and the state’s structure;
- is eloquent in the matters of public administration, posseses an overview of the state’s administrative issues and state information models;
- is able to analyze the e-governance transition strategies based on the information society principles and to plan the implementation of e-governance;
- is able to analyze and link public administration with EU directives, policies and applications of its legislative process;
- compares and opposes different e-governance solutions in public administration and in the wider context of the management;
- is familiar with differences regarding governmental norms and is able to choose suitable technology in the context of concrete state;
- can analyze the principles of the information society related to Estonia and other states and is able to associate the policies, strategies, and information technology as a whole;
