comprehensive theoretical and specialized knowledge and skills human resources professionals need for working in public, private and third sector organizations and thus contribute to the quality of personnel management in Estonia.
- To create conditions for acquiring science-based education and professional skills identified in the Professional Standard for Personnel Management, levels VI and VII, and in conformity with EAPM (European Association of People Management) directions.
- To provide professional competencies that enable HR managers and specialists to efficiently and professionally develop personnel strategy and policy suitable for the organization to achieve set goals and to counsel the leaders of an organisation in the field of human resource management.
- To create opportunities for acquiring competencies to conduct research in the field of human resources and thus contribute to evidence-based human resource management in Estonia.

- understands the strategic importance of human resource management in a broader context of organizational management;
- is able to assess the impact of societal and economic regulatory mechanisms and processes on the functioning of the organization, working environment and employment relationships;
- has the competence to initiate field-specific problem-solving activities and participate in expert discussions and counsel the management of an organisation on human resource management issues;
- is able to apply appropriate theories and research methods to carry out organisation and human resource surveys and analyse and interpret the results;
- acts professionally in difficult situations at work, is aware of the ethical aspects of work and the impact of a human resource manager’s role on the organization and in the society in general;

In order to obtain Cum Laude diploma the graduation paper must be defended for the grade "5" and the weighted average grade must be at least 4,60, where all grades from diploma supplement are taken into account.
